Proof of accessibility for a PDF is a record that names the exact file and version, the standard it was tested against (WCAG 2.1 Level AA under the ADA Title II and HHS Section 504 rules), how it was tested, who made the manual judgment calls, when, and what was not checked. Checker reports, VPATs, vendor certificates and accessibility statements each prove part of that, and none proves all of it. Keep a short record for each document, update it whenever the file changes, and be wary of any '100% compliant' badge.
